Tessie Bailey

Tessie Rose Bailey, Ph.D., is Principal Consultant at American Institutes for Research (AIR) and Director of the PROGRESS Center and Center on Multi-Tiered System of Supports (MTSS Center) at AIR. In addition, she supports states and districts in implementing special education requirements and MTSS/RTI through the National Center for Systemic Improvement (NCSI) and state contracts. Previously for NCII, Dr. Bailey led the Taxonomy of Intervention Intensity Technical Work Group and product development as well as provided intensive technical assistance to two states. She is a former university special education faculty member, education consultant, and classroom special education teacher. She completed her Ph.D. at the University of Utah in special education and post-doctoral work in RTI/MTSS and secondary transition at Lehigh University’s Center for Promoting Research to Practice.
